I created an interactive map showing concrete action of the European Union within the Hauts-de-France new region in northern France. One of these projects caught my eye because of its great impact on the region: The Louvre-Lens Museum.

Background

Lens is located in the department of Pas de Calais within the Hauts-de-France region in northern France. This town of 33,000 inhabitants is at the centre of an area delimited by three European capital cities: Paris, Brussels and London.

When coal was found in the ground Lens entered a long period of prosperity from the XIX^th century with the industrial revolution. The region was particularly affected by the First World War: In 2014 L’Anneau de la Mémoire (“Ring of Remembrance”) was unveiled to remember the victims of the war.

The European Union supports many projects throughout its Member States and their regions. I took the example of the Hauts-de-France / Nord-Pas de Calais-Picardy region in northern France to create an interactive map.

This map highlights great projects such as Louvre-Lens Museum, Amiens Cultural Center, Maison du Marais in Saint-Omer, etc.

The European Union across borders

The establishment of an area of peace and stability has been the aim of the building of Europe since its beginning after the Second World War, which has particularly affected the continent. The biggest steps forward are the launch of a common market in 1957, the opening up of the internal borders (Schengen area) during the 1990s and the introduction of a single currency, the euro, in 2002. The main objective remains the free movement of persons, goods, services and capital.

In cross-border region

On a regional scale the cross-border cooperation has taken shape through different initiatives over the years. Here is an example with the former French region Nord-Pas de Calais and its neighbours in Belgium and in the UK.

EU projects: How to deal with the conversion between the euro and other currencies

EU grants are calculated and paid in euros. However, in the framework of a transnational partnership you may have to work with partners from non-members countries of the Eurozone or the European Union.

The rate used to convert currencies is defined by the European Commission. The monthly rate is available on this website.

As the rate may vary you need to update the conversion between the currencies at each step of the EU project:

Final step to better understand the EU: EU grants

Grants are funded by the EU budget. These aim to co-finance projects that will meet the goals of EUROPE 2020 strategy and their outcomes will benefit EU citizens more or less directly.

Grants are made available through different EU programmes and funds and each of them deals with a specific topic. Applicants have to submit a bid during a call for projects to get EU funding (in most cases).

Mobility with ERASMUS+

Since the creation of ERASMUS in 1987, the mobility opportunities made possible by the European Union have changed considerably. Nowadays, every EU citizen has the possibility to live several weeks or months abroad, regardless of their situation or their age. For 2014-2020 period, the new ERASMUS+ programme is no longer devoted exclusively to students; young people, learners, apprentices, adult learners, teachers, youth workers, etc. can participate as well.

Setting up a transnational partnership: eligible countries

To be eligible to receive EU funding, a project must comply with criteria including setting up a transnational partnership (except in specific cases).

CREATIVE EUROPE

CREATIVE EUROPE is the EU programme for culture, artistic creation and the audiovisual sector.

During the 2014-2020 programming period, the programme budget will be 1,46 billion euros.

CREATIVE EUROPE EU programme is split into three strands:

ERASMUS+ programme (update)

ERASMUS+ is a EU programme for the 2014-2020 programming period that will cover: 

• Youth;
• Education; 
• Higher education; 
• Vocational education; 
• Adult learning; 
• Youth informal learning; 
• Sport. 

The 2014-2020 budget for ERASMUS+ will be 14.7 billion euros.

The programme is divided as follows: 

LIFE Programme

LIFE programme deals with environmental and biodiversity protection and action on climate change. Its main objective is to support projects with a European added value and implementing actions for environmental protection, better management of resources and fight against climate change (for example).

The programme budget for 2014-2020 is about 3.4 billion euros.

LIFE is split into two sub-programmes:

Competitiveness of Enterprises and SMEs (COSME)

The EU programme for the Competitiveness of Enterprises and SMEs (COSME) aims to strengthen competitiveness of European businesses and allow them to undertake successful internationalisation of their activities. The programme will focus on financing of SMEs, development of business activities at international level, setting up of a business-friendly environment and business creation (and job creation to a large extent).

For the 2014-2020 programming period, the budget for COSME programme will be 2.3 billion euros.

COSME is split into four strands:

EUROPE FOR CITIZENS programme

EUROPE FOR CITIZENS EU programme aims to bring Europe closer to its citizens through international exchanges and European cooperation projects. The European citizenship is the core concept for this EU programme.

For the 2014-2020 programming period, the budget for the programme will be about 185.5 million euros.

EUROPE FOR CITIZENS programme is structured as follows:

• STRAND 1 EUROPEAN REMEMBRANCE
• STRAND 2 DEMOCRATIC ENGAGEMENT AND CIVIC PARTICIPATION
• Town Twinning
• Networks of Towns
• Civil Society Projects.

OBJECTIVES AND PRIORITIES

The objectives for the programme are:

Employment and Social Innovation programme (EaSI)

The EU programme for employment and social innovation (EaSI) covers employment and social protection. It aims to support sustainable and high-quality employment, to guarantee social protection, to tackle social exclusion and to improve working conditions.

The budget for the programme is almost 919 million Euros for 2014-2020 programming period.

EaSI programme is split into three axis:

• PROGRESS axis: modernisation of employment and social policies
• employment, in particular youth unemployment;
• social protection, social inclusion and the reduction and prevention of poverty;
• working conditions;
• EURES axis: job mobility across the EU
• transparency of job vacancies, job applications and any related information for applicants and employers;
• development of services for the recruitment and placing of workers in employment;
• cross-border partnerships;
• Microfinance and Social Entrepreneurship axis: access to micro-finance and social entrepreneurship.
